What Is Skyrim
The Elder Scrolls V: Skyrim is an action RPG developed by Bethesda Game Studios. It is the 5th installment from the Elder Scrolls series released on November 11th, 2011 for Xbox 360, PS3, and the PC. (PC being the superior version ;D)
Setting of Skyrim
The game is set 200 years after Oblivion (so you might want to play them in order) – and revolves around the main character trying to defeat Alduin, a dragon god. You of-course play on the fictional world of Skyrim, in Tamriel.

Open world game-play returns in Skyrim on a much bigger scale then over before. Expect to explore the huge world of Skyrim taking main quests and side quests that Bethesda says are dynamically generated. Yes, that means the living breathing world will always have stuff to do. YEARS after the game came out.
